The biggest voting district in the United States came up with an audacious answer to the growing national problem of aging, malfunctioning and hackable voting machines. It decided to build its own. Los Angeles County, which has more registered voters than 42 states, gave NBC News an exclusive national broadcast look at what may be the future of voting systems.
