Idaho secretary of state forgot to budget for primary

Legislative budget writers got a negative $2 million surprise when they went to set the Idaho Secretary of State’s budget today, as Secretary of State Lawerence Denney hadn’t bothered to request the $2 million needed next year to reimburse counties for the costs of holding a March presidential primary in 2020 — but the state is required by law to do that.
