Missouri could offer “no excuse” mail-in ballots to all voters this year in an effort to ward off the spread of the coronavirus. The proposal, adopted by the House on Wednesday, would work like an absentee ballot, but it would not require voters to state a reason why they can’t go to the polls on Election Day.
